Opening Event - (Virtual)
Objectives
The objectives of the opening event were to:
- Raise awareness of the envisaged IntelComp platform to the European Commission Science, Technology and Innovation (STI) policy makers.
- Start the engagement procedure of potential participants in three consultation workshops and in future Living Labs activities, associated with the three domains for co-creating the platform: Artificial Intelligence, Climate Change and Health.
Audience
The target audience of the opening event can be classified into two groups, each one related to one of the two objectives:
- European Commission STI policy makers: EC policy analysts (DG-RI) and JRC policy analysts.
- Public Administrations and stakeholders in policy making such as academia, industry and citizen organisations (potential participants in consultation workshops, future Living Labs and outreach activities).

The agenda for this online event was structured in three sessions:
- The European Commission STI data system and possible synergies with the InfonttelComp platform,
- The technologies and developments behind the IntelComp platform,
- The Living Lab approach for co-creating the platform and STI policies in the Artificial Intelligence, Climate Change and Health domains.

Session 1. The EC STI data system and possible synergies with the IntelComp platform The European Commission has embarked in building and enriching its data system to inform STI policy making throughout its whole cycle. An effective exploitation of the available data requires the progressive development of tools to analyze and visualize data for the purpose of policy-making. The IntelComp platform is expected to provide such tools for assisting the whole spectrum of STI policy, i.e. agenda setting, design, implementation, monitoring and evaluation. Two European Commission high level officials will be invited to analyze possible synergies of their work with the IntelComp platform:

Session 2. Looking at the core of the platform: technologies and developments behind the IntelComp platform Starting from a definition of the STI system, functional and technical requirements to the platform will be defined. Based on these requirements, the STI Data Space will be created to store data at any size so that the IntelComp can run on them. The core datasets of the platform will be open datasets, starting from OpenAIRE. Final Artificial Intelligence services will be provided based on automatic classification, topic modelling and graph analysis; we will then define and implement the visualization components and platform tools relying on those services; and, finally, we will deploy the platform. Session 3. The Living Lab approach for co-creating the platform and STI policies in the AI, Climate Change and Health domains The IntelComp platform will be tested in three domains aligned with the European Agenda and the Horizon Europe Missions: artificial intelligence, climate change and health. The project will adopt a living labs approach and will engage Public Administrations and stakeholders (academia, industry and citizens) to co create the platform and the policies. Three speakers engaged in STI policy will be invited to highlight how they are using new digital tools to analyze STI information in the three targeted domains.
